The status of participating States was defined in decision RC 1 13A and B.

That is the responsibility of the numerous participating UN implementing and executing agencies.

A security plan to support the parliamentary and local elections has been drawn up and its implementation is being carefully coordinated by all actors involved.

Pursuant to decision 8 COP.4, all other affected developing country Parties are expected to complete their programmes by the end of 2005.

The Working Group also decided to operationalize its analytical approach with active engagement in the development of guidelines on good practices to assist Governments and other actors involved in programmes aimed at the social inclusion of people of African descent.

In other areas, there was a failure in implementation.

While appreciating the methodological approach and accountability of the United Nations bodies, my delegation hopes that the periods for review of the action plan will enable us to consider a global strategy for the implementation of the resolution, taking into account the comparative advantages of all the actors involved.
