The Court is committed to the sound financial management of its activities.

In accordance with this provision, the Tribunal, at its seventeenth session, approved the Financial Rules which had been prepared by the Registrar and reviewed by the Committee on Budget and Finance.

(a) That the financial statements are in accord with the books and records of the Tribunal

The Court ruled that the need for equality also concerns local councils and their allocation of funds.

The report of the Auditor on the financial operations of the Tribunal for the financial period shall be submitted to the Meeting of States Parties through the Tribunal.

On the basis of the recommendation of the Committee, the Tribunal, at the same session, authorized the appointment of a new auditor for the financial year 2004.

The audit report for the financial year 2003 was presented by the Registrar at the eighteenth session of the Tribunal.

Consequently, the difficulties faced by the Court in terms of its personnel and financial resources are becoming more pronounced.

The Tribunal has consulted the Accounts Division of the Office of Programme Planning, Budget and Accounts, and the financial statements have been amended accordingly.

Comment by the Administration. The Court has taken substantive measures to strengthen its administrative processes so as to ensure that it complies with the Financial Regulations and Rules of the United Nations.

In paragraph 24, the Tribunal agreed with the Board's recommendation to make a more realistic estimate and to amend its financial statements accordingly.

For example, a court may consider it a good reason if a parent has another child who would be less financially secure than the child receiving support if such amount were ordered.

In particular, we are pleased that the Court has set as a priority the establishment of a strategic planning process, which we deem indispensable in order for it to function efficiently and to carry out the prudent financial management to which it is committed.

During the eighteenth session of the Tribunal, the Committee on Budget and Finance gave consideration to the matter on the basis of proposals presented by the Registry.

Pursuant to financial regulation 10.1 (a), the Registrar should establish detailed financial rules and procedures in order to ensure effective financial administration and the exercise of economy.

Tomorrow they may think the real problem is low growth, and rue the tight fiscal policies that helped produce it.

Upon a change in the financial situation of a parent or the needs of a child, a court may change the amount of support at the request of an interested person.

Following the proposal of the Tribunal, the fourteenth Meeting of States Parties authorized the Tribunal to appoint an auditor to examine the financial statements of the Tribunal for the financial year 2004, pending the appointment of the auditor by the Meeting for the financial period 2005 2006 and subsequent periods.

Moreover, social pressures, the practical applications of the law, and the lack of financial resources to pay for lawyers and court fees limit women's access to the legal system.

The European Union was reassured that the Court was paying due attention to the need to make best use of scarce resources, as it had managed to operate effectively while drawing on only a modest part of the subvention which the General Assembly had approved, and the Union encouraged the Court to continue its careful management.

(c) That the securities and moneys on deposit and on hand have been verified by certificates received directly from the Tribunal's depositaries or by actual count

The Supreme Court took note of the ADB s findings and started proceedings against Ashraf and other senior officials, including several from the finance ministry.

When determining the financial assistance, the court takes into account the child's age, the income of the parent who is responsible to provide assistance, as well a his or her own needs (articles 251 to 255 PZ).

The administrative office of the Tribunal would provide services to the secretariat of the Tribunal in connection with personnel, budgetary and financial administration and use of common services, together with the relating administrative support to the Tribunal when it is in session .

As the Court develops, the Registry must ensure that the administrative structures meet the Court's needs.

Accordingly, quotations were obtained from different internationally recognized firms of auditors and submitted to the Committee on Budget and Finance for its consideration at the Tribunal's eighteenth session.

As a result of the decision of the Circuit Court, the case was remitted back to the first instance court.

If such negotiation cannot be achieved voluntarily, US firms can use Chapter 11 of the bankruptcy code, under which a court supervises and approves the reorganization of liabilities.

In turn, full implementation of the decisions of the Court will enhance the role and credibility of the Court.

The Supreme Court unanimously agreed there had been discrimination but that addressing the fiscal crisis was a pressing and substantial objective and that the measure was done to avert a serious financial crisis which justified the infringement of section 15.

The Registry has, inter alia, prepared the Court's yearly budget submissions, issued policies and rules such as the staff rules, ensured finalization of the courtrooms, concluded a range of contracts and implemented a procurement plan for the Court.

Thiel maintained that efforts to combat the recession through loose monetary policy and hyper aggressive fiscal stimulus treat the wrong disease, and therefore are potentially very harmful.
