The RCF was largely prepared internally within RBAS headquarters with relatively limited discussion even with Resident Representatives and country offices.

The EU led Stability Pact for South Eastern Europe has since 1999 successfully stimulated regional cross border cooperation, for the first time since the breakdown of Yugoslavia.

It is carrying out economic reforms and taking measures to strengthen regional economic cooperation.

Regional cooperation in Asia has increased in recent months.

On both the regional and global levels, decisive progress was made in reaping the benefits from trade and economies of scale. The European integration project seemed to herald a new kind of cooperation, which could extend to other regions and even influence global cooperation.

Myanmar had also signed memoranda of understanding with neighbouring countries on regional and subregional cooperation in the fight against narcotic drugs.

There was a need to continue to improve technical assistance by incorporating South South cooperation in the United Nations system's programmes and in country level activities. Such cooperation could also be broadened and intensified by enhancing regional and subregional cooperation.

Cooperation with those partners forms a major plank of the commissions' response to promoting regional cooperation and regional public goods.

In addition the aim of the regional and of the sub regional events is to build up the security network and to foster the co operation and coordination between the parties concerned.

The growing demand for natural resources puts a premium on promoting regional cooperation policies.
