The proceedings of the COP MOP are contained in a separate report.

The COP and COP MOP rely on their Parties to extend hospitality to the sessions of the COP and COP MOP.

At the 1st meeting, on 28 November, the President recalled Article 13, paragraph 3, and Article 15, paragraph 3, of the Kyoto Protocol, which provide that in matters concerning the Protocol any member of the Bureau of the COP and the subsidiary bodies representing a Party to the Convention but, at that time, not a Party to the Protocol, shall be replaced by an additional member to be elected by and from among the Parties to the Protocol.

During such joint meetings, no decisions will be taken by either the COP or the COP MOP. The timing of the high level segment is to be decided.

They will finalize as many matters as possible, and transmit their results to the COP or the COP MOP.

In particular, the report provides information on the development of the ITL and the facilitation of cooperation among registry system administrators (RSAs) through the planned RSA Forum.

For each member of the Committee, the Conference of the Parties serving as the meeting of the Parties to the Protocol shall elect an alternate member.

Action The COP MOP will be invited to adopt draft decisions or conclusions pertaining to the Kyoto Protocol forwarded by the SBSTA or the SBI at their twenty third sessions.

The COP and the COP MOP will hold a joint high level segment.
