Arrangements for the performance of secretariat functions

The Japanese delegation considered that the structure of posts in the Secretariat needed to be altered, since there were too many posts at the higher levels.

At the same time, the execution of the secretariat's functions has been affected by severe budgetary constraints.

1.1 The functions of the Secretariat are those set out in paragraph 2 of Article 19 and other relevant provisions of the Convention.

Nigeria also wanted reassurance from the Secretariat that posts would not be left vacant merely to make economies.

Approves the arrangements by the Executive Director of the United Nations Environment Programme and the Director General of the Food and Agriculture Organization of the United Nations for the performance of the secretariat functions for the Rotterdam Convention to be concluded on the basis of the proposed memorandum of understanding contained in the note by the secretariat

The computation of national staff costs is based on the G 3 step IV and NOA I of the national salary scale in effect from 1 May 2004 for national General Service staff and national officers, respectively, reflecting the actual pattern of expenditures during the 2004 05 period and distribution of national staff by grade level.

The Conference had before it a note prepared by the secretariat in response to decisions RC 1 9 and RC 1 12 on arrangements by the Executive Director of UNEP and the Director General of FAO for performance of the secretariat functions for the Convention (UNEP FAO RC COP.2 14).
