The African Union mediation

I very much welcome the minister's commitment to an inclusive mediation process.

Finally, I came through Cairo, where I consulted with Minister Omar Suleiman, because the National Democratic Alliance (NDA) negotiations, including eastern Sudan, are under Egyptian mediation.

The AU mediation is therefore taking the necessary steps in this regard.

Despite the SLM split, the AU mediation went ahead and started the talks on 3 October, first with the power sharing commission.

It will be recalled that, in order to ensure that the upcoming elections would be credible and meet international standards, the Ivorian parties, in consultation with the South African mediation, had agreed on the appointment of such an authority.

President Mbeki's mediation has not been able to lead as had been hoped to the immediate holding of presidential elections.

Apart from anything else, all of this confirmed the importance of the follow up mechanisms provided for in the Linas Marcoussis and Accra III Agreements, and the obvious need for the AU mediation to work together with those mechanisms.

Therefore, prompted by our border security concerns, we have undertaken mediation initiatives to reconcile the belligerents.

The AU mediation will be honoured to report to the AU, to the Security Council and to the Ivorian people about the outcome of that immensely important meeting.

After considering the interventions that had been made since 2002 to resolve the Ivorian crisis, and having engaged the entire spectrum of the Ivorian political leadership in discussion, the AU mediation arrived at the following conclusions.

The AU mediation was pleased that the important institutions we have just mentioned were able to take joint ownership of the programme of action that emerged from a five day process of detailed consultations with the Ivorian parties.

The road map to which we have referred was drawn up by that delegation jointly, rather than by the AU mediation on its own.

The members of the Security Council and the Members of the United Nations in general have been eagerly awaiting news concerning the mediation efforts of President Mbeki.

Connecting with another person in an unscrutinized, uncivilized, unmediated, unobserved way inevitably reminds people that there are aspects of the human soul that cannot and must not be subjected to official control.

As a result, the road map drawn up through the mediation of the African Union, under the leadership of President Mbeki, has gone largely unimplemented.

So virulent is the dispute that even a short term settlement will require third party mediation.

Likewise, not all electrical transmission is mediated by gap junctions, and these forms involve different specialized structures.

The African Union mediation is preoccupied with all these considerations and is working on the basis of the interconnection between the short and long term interests of the Ivorian people.

Yet it is also the duty of citizens to preserve the formal, political meaning of citizenship as state intervention broadens to ensure the well being of all. This might restrict political freedom in the name of greater equality.

The Ministry of Local Government and Community Development and local councils, in collaboration with UNAMSIL and civil society organizations, have started a new mediation initiative at the provincial and district level aimed at settling outstanding disputes among chiefdoms by the end of the Mission's mandate.

The Security Council affirms that it stands ready, in close consultation with the African Union Mediation, to implement individual sanctions provided for in paragraphs 9 and 11 of resolution 1572 (2004) against those who do not comply with these commitments or constitute an obstacle to their full implementation.

In general, the AU mediation believes that significant progress has been made with regard to the adoption of the legislation prescribed by the Linas Marcoussis Agreement.

The Group notes that the Security Council has, on 30 November, reiterated its readiness, in close consultation with the Mediation of the African Union, to impose individual measures as foreseen by paragraphs 9 and 11 of resolution 1572 (2004) and by resolution 1633 (2005).

Indirectly, the very rich, some of them outside the US, lent to the other income groups, with the financial sector intermediating in aggressive ways.

However, in the absence of a functioning internal political process, external mediation and pressure must help move the country forward towards a peaceful resolution of the crisis.

These agreements may have to be concluded through the medium of a third neutral State or protecting power, but once concluded they are valid and binding international agreements.

And beware of a Day when no soul will avail another soul in any way , and no ransom will be accepted from it , and no intercession will benefit it , and they will not be helped .

And dread the Day when no one shall avail anyone in any way nor shall any ransom be accepted from anyone nor shall intercession profit any body nor shall the offenders be helped from any quarter .

And guard ( yourselves ) against a day when no soul will in aught avail another , nor will compensation be accepted from it , nor will intercession be of use to it nor will they be helped .

Beware of the Day when no soul will compensate for another , neither will any ransom be accepted from it , nor will any intercession benefit it , nor will they be helped .

And fear a Day when no soul for another will compensate a thing , and no equivalent will be accepted from it , neither intercession will benefit it , nor shall they be helped .

And fear a Day when no soul will suffice for another soul at all , and no compensation will be accepted from it , nor will any intercession benefit it , nor will they be aided .

Have fear of the day when every soul will be responsible for itself , no ransom will be accepted for it , no intercession will be of any benefit to it and no one will receive any help .

And be on your guard against a day when no soul shall avail another in the least neither shall any compensation be accepted from it , nor shall intercession profit it , nor shall they be helped .

and fear a Day when no human being shall avail another . Nor shall ransom be accepted from any of them , nor shall intercession be of any use to them , and none shall be succoured .

Then guard yourselves against a Day when one soul shall not avail another , nor shall compensation be accepted from her nor shall intercession profit her nor shall anyone be helped ( from outside ) .

The month of March started with the dignity march, calling for change and freedom, turned into a massacre, and sadly ended with the GCC brokered deal and the rest is history.
