However, any such stimulus must go hand in hand with an appropriation of the local political process by the citizenry, and this requires political mobilization through training, information, awareness raising and organization for individuals and communities at the grass roots level.

The challenges are (i) that subtle gender dynamics tend to get lost in a standardized global approach and (ii) initiatives that support implementation of the gender policy are often set aside at times of unexpected emergencies and high staff turnover.
