The composition of the Bureau of the Executive Board for the year 2005 is as follows

The Bureau of the Executive Board consists of a president and four vice presidents representing the five regional groups.

In this context, the Evaluation Office has been requested to report on the findings and recommendations to the Executive Board.

The Chairpersons met first among themselves under the Chairmanship of Mr. Dumisano Kumalo, Chairperson of the Commission for Social Development, and then with the Bureau of the Council, which was chaired by Mrs. Marjatta Rasi, President of the Council.

In paragraph 60, the Board indicated that UNODC agreed with the Board's recommendation to improve financial closure of completed projects.

The Board notes that the Administration has failed to notify the United Nations Office at Nairobi of matters concerning property movements.

In the meantime, the idea of expanding the Bureau of the Economic and Social Council and establishing an executive committee warrants careful consideration.

The document will be finalized by the secretariat in close consultation with the Bureau of the Board and will be submitted to the Executive Board at its first regular session 2006 for adoption.

In paragraph 55, the Board indicated that UNODC agreed with the Board's recommendation to adjust both information systems to avoid further discrepancies in expenditures.

In paragraph 80, the Board indicated that UNODC agreed with the Board's recommendation to ensure that its reserves cover the total of all after service liabilities.

In paragraph 98, the Board indicated that UNODC agreed with the Board's recommendation to develop advertisements to invite potential vendors to bid.

In paragraph 340, the Board recommended that UNICEF review the management of talking points and reports prepared by the Office of United Nations Affairs and External Relations.

The Board is glad to report that, in the matter of implementation of recommendations as well as in other areas, synergy has continued to be fully achieved with the Office of Internal Oversight Services.

In paragraph 74, the Board indicated that UNODC agreed with the Board's reiterated recommendation to (a) comply with the rules concerning the opening of bank accounts, (b) improve the monitoring of the situation at the level of field offices.

In paragraph 122 of the report of the Board, the Office of Internal Oversight Services agreed with its recommendation that the Office (a) continue to improve its auditor staffing and skills and (b) utilize outsourcing specialists in fields such as investment management.

All bodies of Iran's communications and Internet operations come under the influence of the Supreme Council of Cyberspace, a body accountable to the office of the Supreme Leader.

In paragraph 88, the Board recommends that the Office for the Coordination of Humanitarian Affairs ensure that, as far as possible, expenditure is recorded in the correct financial period.

In paragraph 317, the Board recommended that the UNICEF Office of Internal Audit take steps to improve its internal quality assurance processes.

The Board recommended that the Bureau of the Forum at its fourth session in 2005 invite the Chairperson, or any other member of the Board, to deliver a statement on the implementation of the mandate given to the Fund by the General Assembly in its resolution 56 140 of 19 December 2001.

In this regard, the Council requests the UNOWA to further explore with interested governments and organizations ways in which security sector reforms could be formulated and implemented.

In paragraph 663, the Administration agreed with the Board's recommendation that the Office for the Coordination of Humanitarian Affairs develop procedures for the quick deployment of recruited candidates in emergencies.

In paragraph 673, the Board recommends that the Office for the Coordination of Humanitarian Affairs overhaul accounting procedures and systems to reduce the volume of manual processing effort and improve efficiency.
