In response to the question from Libya regarding UNODC activities in North Africa, UNODC had six offices in Africa, including one in Cairo.

UNOWA and ECOWAS will be working closely with the European Union (EU) in carrying out many of these joint activities.

The United Nations Office for West Africa (UNOWA) is entrusted with the overall mandate of enhancing the contribution of the United Nations towards the achievement of peace and security priorities in West Africa.

In order to best achieve its above functions, the United Nations Office for West Africa will carry out the following activities

Members of the Council have before them the report of the Secretary General on the situation in the Central African Republic and the activities of the United Nations Peacebuilding Support Office in the Central African Republic, document S 2005 414.

It also welcomed the creation of an Office of the Assistant Secretary General and Special Adviser on Africa, responsible for coordinating United Nations support for the New Partnership for Africa's Development.

The last meeting, organized by the United Nations Office for West Africa (UNOWA), was held in Monrovia on 27 October.

A follow up meeting is to be held in Dakar, early in 2005, in collaboration with UNOWA.

It applauded the Secretary General's efforts to encourage implementation of NEPAD, and it welcomed the creation of the Office of the Special Adviser on Africa.

The Special Representatives of the Secretary General of these missions as well as the Representative of the Secretary General for Guinea Bissau meet regularly under the aegis of the United Nations Office for West Africa (UNOWA).

The Security Council heard a briefing by the Representative of the Secretary General, General Lamine Cissé, on the situation in the Central African Republic and the activities of the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA).

34. Requests the Secretary General to continue to take measures to strengthen the Office of the Special Adviser on Africa in order to enable it to effectively fulfil its mandate

Mandate, functions and activities of the United Nations Office for West Africa (UNOWA) from 1 January 2005 to 31 December 2007

The members of the Security Council heard a briefing by the Representative of the Secretary General, Lamine Cissé, on the situation in the Central African Republic and the activities of the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA).

The meeting was held in the presence of the Secretary General of the United Nations and of his Special Representative and Head of the United Nations Office for West Africa, Ahmedou Ould Abdallah, and the Special Adviser to the Executive Secretary of the Economic Community of West African States (ECOWAS), Ibrahima Diouf.

The Office continued to be in close contact with the NEPAD secretariat and contributed to the reports of the Secretary General and other reports coordinated by the Office of the Special Adviser on Africa (OSAA).

It was particularly interested in the support provided to the Department of Economic and Social Affairs and to the implementation of NEPAD, and it welcomed the steps taken to create the Office of the Special Adviser on Africa.

A regionally integrated programme for reform of the security sector, which would include concrete projects that development partners could fund, should be produced by UNOWA, in consultation with its partners in West Africa, before the end of 2005.

In 2005, the Office for the Coordination of Humanitarian Affairs launched 17 consolidated appeals for Africa, for a total of close to US 2.9 billion.

Many United Nations entities, including UNOWA, have established networks of civil society organization partners with whom they regularly collaborate.

Follow up meetings in some of the actual border areas themselves are planned by UNOWA, with a wide variety of partners, in 2005.

In addition to the outputs listed in paragraph 11.22, the subprogramme also contributes to the report to the General Assembly on the United Nations system support for the New Partnership for Africa's Development prepared by the Office of the Special Adviser on Africa.

The United Nations Office at Nairobi was a unique institution in Africa, and had a growing role to play in the follow up to the World Summit on Sustainable Development and in the New Partnership for Africa's Development.

The post of Special Adviser for Africa, which had been vacant for four months, must be filled as a matter of urgency, since the Office of the Special Adviser had an important role to play in securing support for NEPAD.

In this regard, the Council requests the UNOWA to further explore with interested governments and organizations ways in which security sector reforms could be formulated and implemented.

UNON was aggressively marketing its conference services and facilities and was reaching out to other United Nations offices in Africa.

The Council thus also encourages the United Nations Office for West Africa (UNOWA) further to promote an integrated and joint subregional approach with ECOWAS and the African Union, as well as with other key international partners and civil society organizations.

Finally, we hope that the Office of the Special Advisor to the Secretary General on Africa, responsible among other things for relations with NEPAD, will continue to grow in strength.

33. Also welcomes the creation of the Office of the Special Adviser on Africa, and requests the Secretary General to continue to take measures to strengthen the Office to enable it to effectively fulfil its mandate

The creation of the Office of the Special Adviser on Africa was an important measure to support the implementation of NEPAD, and one would like to think that the Office would be provided with the financial and human resources needed to fulfil its mandate.

(i) Office of the Chief of the Geneva Office

34. Notes the decision of the Secretary General to give to his Special Adviser on Africa the responsibility of coordinating and guiding the preparation of reports of the United Nations Secretariat related to Africa, and also notes the decision to transfer the resources of the Office of the Special Coordinator for Africa and the Least Developed Countries to the Adviser

9.8 The Office of the Special Adviser on Africa will work closely with Member States, the African Union, the NEPAD secretariat, the United Nations system, including the Bretton Woods institutions, the Global Coalition for Africa and the Africa Partnership Forum in the performance of its functions.

Having closely studied the sections of the budget relating to Africa, the Algerian delegation supported the Secretary General's request for resources to strengthen the capacity of the Office of the Special Advisor on Africa to support the New Partnership for Africa's Development (NEPAD).

The Office for the Coordination of Humanitarian Affairs estimated that in 2005 some 13 million of the world's 25 million internally displaced persons were in 21 countries in Africa.

Indeed, an office had been established to solicit support for the New Partnership for Africa's Development (NEPAD), with the aim of stimulating rapid development through the use of Africa's own resources supplemented by its development partners.
