An additional level of staffing for the Cashier Unit was strongly recommended by the consulting group which conducted the whole office review for the Fund in 2002.

In a small unit such as the Cashier Unit, any staff member taken off day to day work has a significant impact on performance.

The Cashier Unit has begun to undertake new treasury related functions following the implementation of the new banking contract in mid 2004.

However, the two posts of Deputy Special Representative of the Secretary General would most likely be maintained at the Assistant Secretary General level, since their respective areas of responsibility, political and humanitarian affairs, were the Mission's two main pillars.

The position of Director of UNIFEM needed to be upgraded to the level of Assistant Secretary General, which would ensure UNIFEM access to all relevant high level meetings, committees and bodies.

23. Welcomes the appointment of a full time United Nations Security Coordinator at the level of Assistant Secretary General, and reaffirms the need to further strengthen security coordination and management and to sustain the initiatives aimed at increasing the efficacy of the security management system

The proposed staffing complement for UNPOS includes the addition of 18 new international positions and 13 national local positions as well as upgrading of the Representative of the Secretary General position (D 2) to the Assistant Secretary General level.

In paragraph 323, the Board recommended that UNICEF file performance reports for all staff members, including at the Assistant Secretary General level and above, in compliance with United Nations staff rule 101.3 (c).

As shown in the organization chart in the Secretary General's report (A 59 534 Add.4), the Office will be headed by a Special Representative of the Secretary General at the Assistant Secretary General level, supported by a Deputy Special Representative (D 1).

In brief, the Committee recommends that the ethics office be headed by a staff member at the D 2 level, rather than at the Assistant Secretary General level, since it is the Secretary General who must provide leadership and guidance in this area.
