Obtaining assistance The procedures and guidelines outlined above in Section 4.3.6 on the GEF apply to obtaining assistance from the Stockholm Convention financial mechanism.

After an independent evaluation of the Global Mechanism concluded that it had not been successful in mobilizing new sources of technical assistance funding, the Desertification Convention COP decided to accept the GEF as a financial mechanism of the Convention and to commence arrangements to establish a working relationship with the GEF.

Global Environment Facility

7. Also stresses that emergency humanitarian assistance for natural disasters should be provided in accordance with the guiding principles contained in the annex to resolution 46 182, on the basis of human dimensions and needs

Recalling its resolution 46 182 of 19 December 1991, and reaffirming that humanitarian assistance should be provided in accordance with the guiding principles contained in the annex to that resolution,

The Party is receiving assistance from the Global Environment Facility (GEF) in the form of a programme for the phase out of ODS, ozone documentdepleting substances implemented by the United Nations Environment Programme (UNEP) and the United Nations Development Programme (UNDP).

The Facility would be designed to provide a rapid increase in official assistance through innovative financing arrangements that would allow Governments' future aid commitments to be expended before they are budgeted.

UNDP advised informed the last meeting of the Committee at its last meeting that Armenia iwas receiving GEF assistance because the project had been was approved while Armenia was still classified as a Party not operating under Article 5 of the Protocol.

Here, we applaud the Government of the United Kingdom for spearheading the International Finance Facility to support immediate front loading of ODA to achieve 0.7 per cent no later than 2015.
