Good governance is a priority objective for the governing institutions of Kosovo.

The key challenges included the lack of peace and security and economic growth, and corruption, which continued to undermine socioeconomic growth and development, as well as capacity gaps in governance institutions.

We are encouraged by progress made by the Provisional Institutions of Self Government in the implementation of the standards for Kosovo.

Most critically, the PA needs to focus on advancing a Palestinian designed owned vision appropriate for forming the institutions of national governance instead of only reforming those of transitional self government.

It furthermore calls upon all communities to actively participate in the Provisional Institutions of Self Government and in all ongoing processes.

We particularly welcome the progress made by the Provisional Institutions of Self Government in Kosovo since the October 2004 elections.

This requires moving away from the broad governance agenda and focusing on reforms of specific institutions in order to target binding constraints on growth.

In 2003, Denmark s universities were turned into self governing institutions run by governing boards dominated by external representatives.

His findings show some encouraging and tangible progress in the commitment of the Provisional Institutions of Self Government to the implementation of the standards.

Japan, however, acknowledges that many challenges remain to be addressed by the Provisional Institutions of Self Government on the implementation of the standards.

Drawing on the positive aspects of the Asian way suggests the possibility of more inclusive decision making in the institutions of global governance.

Belgrade's opposition to the participation by Serbs in the Provisional Institutions of Self Government has been a real impediment to the implementation and the attainment of the principal goals of the standards before status policy.

We have seen a continued strong commitment by the Provisional Institutions of Self Government during the reporting period. The structures working on standards implementation have shown themselves to be solid and durable.

We have seen many commitments on the part of the Provisional Institutions of Self Government with respect to the implementation of the standards we expect those commitments to be translated into real deeds.

They called for a full commitment of the Provisional Institutions of Self Government to the Standards Implementation Plan to achieve concrete results by ensuring full participation of all Kosovo communities.

The European Union shares the Secretary General's assessment that the Provisional Institutions of Self Government have shown some encouraging and tangible progress in their commitment to the implementation of the standards.

In our view, democratization of the institutions of governance and transparency in public policymaking with due regard to local conditions are inseparable from economic progress and collective security.

In particular, I urge Kosovo Serbs to engage in the local government reform process.

Strategies that would help countries to overcome domestic insecurity and conflict, transform their economies, and, ultimately, meet their potential include strengthening governance institutions and the rule of law, ensuring multi stakeholder participation, and guaranteeing that all citizens have equal access to justice.

No ministry or other body of the Provisional Institutions of Self Government has prepared sub component plans of its budget indicating financial resources allocated for the minority communities (a priority).

Several decades ago, the American political scientist Samuel P. Huntington argued that economic prosperity in developing countries with weak governing institutions would not necessarily lead to political stability.

One cost of the conflict has been the retreat of local governance and arrested development in a desperately poor country where over 80 of the population lives in rural districts.

Economists and aid agencies would be more useful if they turned their attention to what one might call governance writ small. This requires moving away from the broad governance agenda and focusing on reforms of specific institutions in order to target binding constraints on growth.

Instead, norms of proper political behavior must become embodied in the polity s enduring institutions its political parties, parliaments, and courts in order to prevent abuse of power.

Over the last six months, we have accelerated the transfer of competences from UNMIK to the Provisional Institutions of Self Government in areas not related to sovereignty.

In order to ensure that transferred competencies can be exercised efficiently, we are also encouraging donors to coordinate and better target their efforts to help the Provisional Institutions of Self Government build capacity across all areas.

We urge greater efforts to be made to obtain the cooperation of the Kosovo Serb community with the Provisional Institutions, since that remains a major hurdle to constructing the necessary institutions of governance under the Constitutional Framework.

We encourage the Provisional Institutions of Self Government and the inhabitants of Kosovo, of all ethnicities, to keep up and enhance efforts for a stable, democratic, tolerant and truly multi ethnic Kosovo, and we support those efforts.

It was not practical to set up separate institutions to detain juvenile offenders because they were so few perhaps one a year was sentenced to prison, and would not benefit from being kept alone in separate detention.

Our focus over the next several months working with the Provisional Institutions of Self Government and, I certainly hope, with the minority communities and the Kosovo Serbs will be on addressing all the deficiencies and shortcomings, which are mainly linked to improving the conditions of the minorities.
