A working arrangement has been finalized between the Counter Terrorism Committee Executive Directorate and UNODC.

During the period covered by the fifteenth work programme, the Committee will continue its efforts to complete the revitalization process, in particular to ensure that the Counter Terrorism Committee Executive Directorate becomes fully operational.

Support ongoing dialogue and cooperation with the Counter Terrorism Committee and the CTED.

That would lend greater legitimacy to the future activities in the operational management of the Fund.

Two laws were adopted in that connection Act No. 96 05 of 6 February 1996 establishing administrative districts and local communities and Act.

In accordance with Security Council resolutions 1535 (2004) and 1566 (2004), the Counter Terrorism Committee will continue its efforts to ensure that the Counter Terrorism Committee Executive Directorate becomes fully operational as soon as possible.

In December 2004, the General Assembly adopted resolution A 59 153 which requests TPB to intensify its efforts to provide technical assistance in preventing and combating terrorism, including training judicial and prosecutorial personnel, where appropriate, in the proper implementation of the universal anti terrorism instruments .

Executive and management functions between Assembly sessions are discharged by the Executive Board, which is democratically elected.

The Counter Terrorism Committee welcomes the support it has received from Member States, the United Nations Secretariat and international, regional and subregional organizations and appreciates the contribution by the Counter Terrorism Committee Executive Directorate.

Comment by the Administration. Additional steps have been taken by the Accounts Division, in conjunction with the executive offices, to systemize recovery.

The following issues need the attention of the Committee of Experts in Public Administration

The Executive Director's idea of moving forward by one week the date of the Governing Council's session seemed to him the best option to date for ensuring full participation also in the session of the Commission on Sustainable Development.

Recently, the monitoring efforts of the Counter Terrorism Committee have been revitalized by the creation, within the Secretariat, of the Counter Terrorism Executive Directorate, the main role of which is to promote the understanding and implementation of Council resolution 1373 (2001).

The Executive Agency Maritime Administration has designated liaison officers and has notified the shipping companies and IMO accordingly.

Iceland continued to work with the Counter Terrorism Committee and its Executive Directorate and with the Al Qaida and Taliban Sanctions Committee.

We look forward to working with the CTC and the CTED in achieving that goal.

Comment by the Administration. The ICT strategy has been discussed by the UNFPA Management Committee and will be submitted to its Executive Committee for approval.

DPKO concurs with OIOS that both components should always be under the operational command of the FC and their operational planning and control should be exercised through a single headquarters.

Support is provided to the Committee of Permanent Representatives and the Governing Council by the Secretariat of the Governing Council, External Relations and Inter Agency Affairs Section.

The CTC and, by extension, the CTED are not to be likened to sanctions committees.

The Committee has also established an active working relationship with the Chairman of the Counter Terrorism Committee and the Counter Terrorism Committee Executive Directorate.

We welcome the fact that the CTC, through the Executive Directorate, has carried out three additional visits, in accordance with resolution 1535 (2004).

Line Management is a business term to describe the administration of activities that contribute directly to the output of products or services.

The draft publications policy will be discussed with Bureaux and submitted to the Senior Management Committee.

Finally, the Executive Directorate, the Monitoring Team and the experts of the 1540 Committee, once they begin their work, should share a common database of information.

Such work was currently being done by the Counter Terrorism Committee Executive Directorate and by the United Nations Office on Drugs and Crime.

The Governance Reform Commission has also produced a draft code of conduct for civil servants and public officials.

Technical assistance will continue to be a second key area for the work of the CTC and the CTED.

We also hope that the CTC's work will be more effective once the Executive Directorate becomes fully operational.

The MCC was created to provide operational policy guidance, while the Executive Board ensures overall policy directives.

Comment by the Administration. UNICEF will work with the United Nations and the Executive Committee of the United Nations Development Group to address this issue in the competent forums.

Comment by the Administration. As at 30 September 2004, UNFPA had completely reconciled the balances outstanding with United Nations implementing agencies.

Because the Implementation Committee needs the assistance of the Multilateral Fund secretariat and the Fund's implementing agencies, it is important that the meetings of the Executive Committee not overlap with the meetings of the Implementation Committee.

Comment by the Administration. The secretariat of the Fund has submitted to the Standing Committee a proposal for the establishment of an audit committee.

The Executive management and policy (EDM) programme bears the organizational responsibility for the management of the secretariat and its responsiveness to the tasks assigned by the Convention and the COP.

An international steering committee of global unions coordinates implementation efforts through joint workplace agreements, actions and committees.

In that context, we commend Ambassador Løj on her central role in the action of the CTC and the CTED.

Also in mid 2004, the Executive Committee and the external auditors recommended that UNHCR commission an independent review of its senior management structure, to encompass issues raised by the Advisory Committee on Administrative and Budgetary Questions and the Executive Committee.

One speaker attributed the success of the Branch in that area to its expertise and professionalism, as well as to the coordination of its efforts with the Counter Terrorism Executive Directorate.
