(a) Committee on Finance Administration

The following issues need the attention of the Committee of Experts in Public Administration

Support is provided to the Committee of Permanent Representatives and the Governing Council by the Secretariat of the Governing Council, External Relations and Inter Agency Affairs Section.

The draft publications policy will be discussed with Bureaux and submitted to the Senior Management Committee.

The Governance Reform Commission has also produced a draft code of conduct for civil servants and public officials.

Comment by the Administration. The secretariat of the Fund has submitted to the Standing Committee a proposal for the establishment of an audit committee.

Management has already established a risk management committee that will evaluate the piloting of enterprise risk management in the organization.

Comment of the Administration. The UNCC secretariat submitted a note to the Governing Council on the phasing out of UNCC dated 11 November 2004, which has remained under consideration by the Governing Council.

This, together with my announcement to establish a Management Oversight Committee and other initiatives to strengthen integrity, accountability and oversight, provides a solid foundation for an improved internal governance framework for the Organization.

Acting on recommendations of the Committee on Information, the Department took additional measures to further publicize the work and decisions of the General Assembly.

Serving as member of the Local Committee on Contracts, Local Survey Board, Ad hoc Disciplinary Committee, Chairman of the Classification Appeals Committee and other ad hoc bodies set up by the Administration.

The term derives from the Spanish word junta , meaning committee or meeting specifically a board of directors.

Comment by the Administration. Proposals for the terms of reference for the Investment Review Committee will be submitted to the Commissioner General of UNRWA during the current biennium.

A national census of civil servants was conducted by the Governance Reform Commission, in collaboration with the Liberia Institute of Statistics and Geo Information Survey.

It also establishes an Oversight Committee to advise the Office and ensure management involvement while respecting the independence of the Office.

The Special Court has recently employed a consultant to develop a fund raising strategy, which the Registrar will discuss this week with the Management Committee.

Comment of the Administration. In response, the UNCC secretariat advised the Board that the Governing Council had taken a decision on interest on awards of compensation at its March 2005 session.

In order to strengthen the support provided to the Committee of Permanent Representatives and the Governing Council, UN Habitat should streamline the functions of the secretariat of the Governing Council by reassigning its inter agency affairs responsibilities to another organizational unit (see para.

Japan attaches great importance to such issues as development, the establishment of the peacebuilding commission and the human rights council, and reform of the Secretariat and management system.

Comment of the Administration. UNCC continued to maintain, update, and enhance its ICT system and application related documentation.

8. Further decides that the Committee of Permanent Representatives to UN Habitat shall serve as the Governing Council's intersessional subsidiary body

Many emphasized the necessity to make progress in establishing the Peacebuilding Commission and the Human Rights Council and in moving management reform forward.

We also reaffirm the role of the Fifth Committee as the main General Assembly organ responsible for administrative and budgetary issues.

Comment by the Administration. Summary status reports are provided to the oversight committee on a quarterly basis for information and decision, as necessary.

Where there is a large committee, it is common to have smaller committees with more specialized functions for example, Boards of Directors of large corporations typically have an (ongoing) audit committee, finance committee, compensation committee, etc.

(iv) Define the functions required within each committee, board and management and inter agency body and their respective roles and responsibilities within the governance and oversight machinery

Comment of the Administration. The Information Services Section of the UNCC secretariat was mindful of the importance of information security and consistently paid close attention to this matter.

Comment of the Administration. UNCC continued to obtain payment distribution reports and the return of undistributed funds from Governments and international organizations.

2. Notes that additional financial requirements for the meeting of the Committee of Experts on Public Administration in the amount of 58,300 United States dollars are no longer required

The UNCC secretariat noted that neither claimants nor claimant Governments had the power to compel the Governing Council to set the methods of calculation and of payment of interest.

Comment by the Administration. The meeting of the Management Review and Oversight Committee in May 2005 was to address the shortcomings between its present terms of reference and best practices for an audit committee.

The Treasury Board is the only one created by law (currently organised under the Financial Administration Act), and is officially a committee of the Privy Council.

In 2003, the Office's Director and Special Adviser to the High Commissioner submitted thematic and operational priorities to the Senior Management Committee, based on the United Nations agenda.

The development of the ILO IMO Code of Practice on Security in Ports, which is a joint work with the International Labour Organization (ILO) has been completed and the code has been approved by the ILO Governing Body in March 2004 and by the MSC in May 2004.

The Department has implemented those aspects of the comprehensive review of its work which are within the authority of the Secretary General and are based on existing General Assembly resolutions and guidance provided by the Committee on Information.

The recommendation was accepted by the Administration and revised rules for the Committee on Contract procedures based on the revised 2006 United Nations Procurement Manual, were implemented on 6 July 2006.

(d) Management of administrative support services and monitoring of the management reform process and of the implementation by the Secretariat units located at Vienna of the Management Policy Committee directives and decisions in the field of management

Comment by the Administration. The revision of the terms of reference of the Management Review and Oversight Committee took into consideration the recommended role of the Committee in the approval of audit plans.

The General Assembly, in several other paragraphs of the same resolution, called on the Department to provide specific information on a number of its activities to the Committee on Information.

Comment of the Administration. The UNCC secretariat advised the Board that the Governing Council had approved a second audit post effective 1 January 2005 and noted that the Office of Internal Oversight Services had filled that post as at 6 June 2005.

4. Decides that the Governing Council shall be composed of fifty eight members, to be elected by the Economic and Social Council for four year terms on the following basis Existing members of the Commission on Human Settlements shall continue as members of the Governing Council until the expiration of their original terms of office.

A Steering Committee, composed of five internationally representative independent experts in the field of governance and oversight, including as appropriate expertise in international public management, shall be established by the Secretary General, with the responsibility to coordinate and supervise the development and implementation of the entire project.

6 The term best practice will be used here with the understanding that it has many limitations and that successful practices is, as underlined by the Committee of Experts on Public Administration, a much more pertinent term.

In the national sphere, in 2002 the Provisional Board of Directors of the Nicaraguan Forum of Women in Political Parties was formed, with the support of the Committee on Women, Children and the Family of PARLACEN.

Comment by the Administration. The Management Review and Oversight Committee met in November 2004 and discussed a proposal for revising its membership and terms of reference to increase the number of external members and frequency of meetings.
