Thanks to competent and accountable domestic management and wise supervision by the Executive Intelligence Committee, intelligence reform progressed substantially during the period under review.

Among the important actions undertaken in the context of the Convention and consistent with paragraph 40 of the Johannesburg Plan of Implementation, the Executive Secretary mentioned the promotion of the integrated management of water resources.

In addition, the Department's efforts are reinforced by a broader initiative under the auspices of the Joint Executive Committee (Peace and Security Humanitarian Affairs) to stamp out sexual exploitation and abuse.

On 17 November 2004, the Executive Committee of the Office adopted a concept paper and a project proposal for the further development and implementation of result based management and a related strategy for the Office.

There should be a closer relationship between resource mobilization and field activities multi year funding frameworks were preferred in that regard, for they were an effective tool for enabling the operational agencies to sharpen the focus on the recipients and on results based management.

The Committee was informed that UNFPA is taking steps to ensure that by 2008, its multi year funding framework (MYFF) document, containing programmatic requirements, and the biennial support budget are better integrated.

In the light of the budgetary limitations, itEDM has introduced management tools and saving measures for the effective functioning of the secretariat, and intensified its efforts to mobilize supplementary funding.

During the period covered by the fifteenth work programme, the Committee will continue its efforts to complete the revitalization process, in particular to ensure that the Counter Terrorism Committee Executive Directorate becomes fully operational.

These include investment project activities (focusing on the conversion or shutting down of enterprises that use or produce ODS), regional management plans, and multi year agreements between governments and the Executive Committee.
