The rise of child abduction in Madagascar has become an international incident.

The Malagasy population feels completely helpless in the face of this wave of children kidnapping.

While UNHCR works actively to counter abduction of children in refugee camps, it should be noted that abduction of refugees in urban settings is a bigger problem.
