The quality of the database compiled from the inventory process has been steadily improving.

The annual inventory review should be conducted as a desk or centralized review.

This has now been installed and, with the exception of one or two offices remaining to be labelled, a complete count has been performed.

As a result, experts from Denmark, Egypt, Iceland and South Africa are expected to participate in an inventory review in 2005.

The secretariat selects experts for these teams from nominations by Parties to the roster of experts. Invitations to participate in the review are copied to the national focal point.

Decision 12 CP.9 further requires that all members of expert review teams must sign an agreement for expert review services, which specifies the responsibilities, expected time commitment, and appropriate conduct for expert review team members, in particular with respect to the protection of confidential inventory information.

Of the 25 experts who took the course and seminar, 20 successfully passed the examination3 in 2005 and have been invited to participate in an inventory review.

Mandated reviews are in depth reviews of fourth national communications, annual technical reviews of national greenhouse gas inventories, evaluation of reports demonstrating progress achieved in meeting commitments under the Kyoto Protocol, and reviews of the reports to facilitate the calculation of the assigned amount and to demonstrate capacity to account for a Party's emissions and assigned amount.

The Subsidiary Body for Implementation (SBI) requested the secretariat to prepare a note on streamlining these review processes, in order to avoid possible duplication of effort and ensure efficient use of available resources.

The inventory review resources listed in appendix I provide recommended approaches and tools for clustering inventory data.

Part II Review of annual inventories

All procedures are now in place however, the secretariat has not yet received any confidential inventory information from a Party.

Ensuring the reliability of inventory data to be used in the inventory review process under the Convention and under Article 8 of the Kyoto Protocol is a high priority.

However, it should be noted that the Government of National Unity and Transition has already begun such an inventory among regular army and police units. The inventory is still in progress because the disarmament and integration process has not yet been completed.

National systems should be designed and operated to support compliance with Kyoto Protocol commitments related to the estimation of anthropogenic GHG emissions by sources and removals by sinks.

All 36 inventory review reports were completed on time, or within one week of the due dates established in the inventory review guidelines.

Some areas are more affected by funding unpredictability and or shortfalls than others they include Article 6 of the Convention, inventory issues, facilitation of flow of scientific information into the Convention process, and adaptation assessment.
