It has been suggested that the multi stakeholder dialogue of a session be focused on seeking multi stakeholder perspectives on the specific agenda items of that session.

At its first session in 2001, the Forum had noted the value of multi stakeholder dialogues in advancing the work of the Forum.

Since its second session, the Forum has held multi stakeholder dialogues to allow for an exchange of views between Government delegates and the representatives of major groups.

CPF members state that the multi stakeholder dialogue at sessions of the Forum and the participation of civil society in intersessional activities have been beneficial.

The proposals emanating from the non governmental organization perspective encompassed a more dynamic set up for dialogue which included at its core an attempt to report and debate on issues related to implementation rather than the endless monologues in which the Forum had engaged owing to lack of reporting commitments.

Through extensive consultation and collaboration, stakeholders are increasingly involved in the planning of multi stakeholder dialogues and, through the processes of joint planning, have established strong cooperative relationships within the group.

There is a need for enabling legislation on multi stakeholder processes that sets umbrella goals, leaving the specific implementation to lower levels.

Structures for coordination between stakeholders

Welcoming the support of Member States for the Financing for Development Office of the Secretariat for organizing multi stakeholder consultations within its mandate, and in accordance with resolution 58 230,

Most non governmental organizations involved in the international forest policy debate think that multi stakeholder dialogues are inappropriate vehicles through which to channel civil society's views.

The Forum should ensure the opportunity to receive and consider inputs from representatives of major groups as identified in Agenda 21, in particular through the organization of multi stakeholder dialogues.

B. Stakeholder involvement

One national AIDS coordinating authority with a broad based multisector mandate, supported by broad partnership forums of all stakeholders

The Economic and Social Commission for Asia and the Pacific (ESCAP) has promoted the economic empowerment of rural women through multi stakeholder dialogues and capacity building.

Major groups are providing discussion papers and the Bureau for the fifth session of the Forum has decided to integrate the multi stakeholder dialogue into the plenary and working group meetings, as well as into the high level segment of the session.

Otherwise, the global development agenda could lose its relevance, and thus its grip on stakeholders.

In these projects an interaction process is set up between different layers of stakeholders with the participation of decision makers.

Consultation requires time and an effective system for communicating among interest holders.

Countries note that opportunities are provided through discussions of the themes of the Forum sessions, multi stakeholder dialogues, panel discussions and side events, but there should be a more interactive discussion held during plenary sessions and a greater involvement of those actively engaged in implementation at the national level.

What is more, the Conference allowed all stakeholders Governments, international organizations, non governmental organizations and the private sector to join efforts for the launching of a new partnership.
