Comment by the Administration. The Office of Internal Oversight Services is of the view that more training can only be undertaken if additional funds are made available.

The Information Technology Service of the Division for Management continues to provide substantive information management services for all UNODC information owners.

Then on 9 March, the Administration retained the services of a real estate consultant to identify alternatives for swing space with a contract for 75,000.

The Department's strategic planning through systematic evaluation has been reinforced through cooperation with the Office of Internal Oversight Services.

Comment by the Administration. UNOPS has implemented internal control procedures to ensure that project budgets are approved in Atlas before the funds can be used.

The Advisory Committee notes that the ECM project is a joint venture of the Information Technology Services Division with the Department of Peacekeeping Operations and the Archives and Records Management Section.

Within the Library, a new section, Knowledge Sharing Services, has been created. This section will provide internal information management consulting services to Secretariat offices and permanent missions to help their staff make better use of information management tools and methods.

The Steering Committee shall submit a full and final report on governance and oversight, incorporating the review of OIOS, to the Secretary General for transmission to the General Assembly.

In addition to promoting the adoption of participatory development planning and budgeting approaches, the programmes have led to the establishment of one stop service delivery centres in national public administration systems.

OIOS greatly appreciates the cooperation extended to it by the military and civilian management and staff in the field and in New York during the review.

The report contained in A 60 291 Add.1 was a case in point and OIOS would be taking the matter up with management as a matter of urgency.

Both OIOS and the Joint Inspection Unit conclude that the tools and systems supporting results based management in the Organization must be improved and integrated.

(d) Management of administrative support services and monitoring of the management reform process and of the implementation by the Secretariat units located at Vienna of the Management Policy Committee directives and decisions in the field of management

OIOS observed that mission staff did not always know where in the Department to seek advice on MICA.

The Code of Practice and Ethics of the Internet Service Providers Association of Ireland (ISPAI) discussed in more detail the relationship between the code and other governance measures.

In addition, the Department made available staff from its New York and Geneva offices to provide media services to journalists attending the conference as well as radio, television, print and online coverage.

Paragraph 18 of the budget proposal details the proposal for the redeployment of 20 posts paragraph 19 details the redeployment of 11 additional posts to the Information Technology Services Section of the Division of Administration, in response to recommendations made by the Office of Internal Oversight Services.

Comment of the Administration. The UNCC secretariat advised the Board that the Governing Council had approved a second audit post effective 1 January 2005 and noted that the Office of Internal Oversight Services had filled that post as at 6 June 2005.

OIOS also recommended that the UNOG Division of Administration should revitalize its steering committee to oversee the implementation of security projects.

Difficulties have also been reported in various areas throughout the administration, including facilities management, where delays have occurred in the processing of work orders and the provision of help desk services.

Technical support services under the successor support cost arrangements approved by the Governing Council in decision 91 37 were 19.4 million.

Comment by the Administration. The Office of Human Resources Management, in close coordination with the Information Technology Services Division, is reviewing the feasibility of introducing additional automated controls, including those suggested by the Board.

Comment by the Administration. The Office of Internal Oversight Services has intensified its monitoring of the audit workplan, with meetings being convened weekly to review the progress of assignments in accordance with the plan.
