Comment by the Administration. The Information Technology Services Division and the Procurement Service of the Office of Central Support Services have taken action to ensure that all aspects of agreements with third parties are adequately controlled.

The central Government does not exercise any authority in the eastern part of the Democratic Republic of the Congo.

Mr. Ngomuo (Information Technology Services Division, Office of Central Support Services) said that, currently, there were six access levels to ODS.

(a) Overall administration and management provision of policy guidelines and coordination of the central common services

28D.10 The Assistant Secretary General for Central Support Services is responsible for all the activities of the Office of Central Support Services and its administration and management, as well as the coordination of common services.

The team will coordinate the implementation of a standardized access control system in close consultation with the Office of Central Support Services.

The Office of Internal Oversight Services has recommended the migration of the technical development, maintenance and support functions from the Department of Peacekeeping Operations to the Department of Management, specifically to the Information Technology Services Division of the Office of Central Support Services.

It is revolutionary in that the Department has undergone a transformation from conference services to conference management and is gradually moving towards integrated global management.

Finally, Pakistan is undergoing a transition in which power is moving from the central administration to sub national governments.

Two laws were adopted in that connection Act No. 96 05 of 6 February 1996 establishing administrative districts and local communities and Act.

28D.1 The Office of Central Support Services is responsible for the implementation of the work programme under this section.

Deconcentration is a dministative decentralization, i.e. a transfer to lower level central government authorities, or to other local authorities who are upwardly accountable to the central government (Ribot 2002 in Larson).

Programme Component F.2.3 Technical Cooperation Services in Industrial Governance

In general, management had accepted those recommendations and OIOS would continue to monitor their implementation.

28D.18 The Facilities and Commercial Services Division is responsible for this component of the central support services.

On 7 September 2004, an appeal against the decision of the Central District of Minsk Court was rejected.

The review of OIOS will be undertaken in parallel and in conjunction with the governance and oversight review.

Following the establishment of the Department of Safety and Security by section XI of General Assembly resolution 59 276 of 23 December 2004, the Security and Safety Service has been organizationally transferred, together with its resources, from the Office of Central Support Services to the new Department.

Automation is often associated with the idea of centralized management in area of data storage and data management.

On 2 September 2004, the Central District of Minsk Court ruled to dismiss a motion for release by Mr. Marynich.

Bringing the administration closer to the citizens and assuring the delivery of useful and concrete services is a prerequisite towards moving forward.

28D.2 The Office of Central Support Services has undergone significant organizational restructuring during the biennium 2004 2005.

Management services agreements (MSAs) may also decline in value as UNOPS undertakes direct contracts with IFIs and with governments for infrastructure works.

The activities for which the Office of Central Support Services is responsible fall under subprogramme 4, Support services, of programme 24, Management and support services, of the biennial programme plan for the period 2006 2007.

The central government is composed of as many ministries as are necessary, which are established by presidential decree.

In April 2003, the provision of health care services to youth in correctional facilities was centralized.

One of the areas critically affected by the suspension of recruitment is the messenger sub unit of the Mail Operations Unit in the Office of Central Support Services. The messenger sub unit has a particularly high concentration of low level General Service posts.

The Department of Management is solely responsible for activities covered by subprogramme 1, Management services and administration of justice.

Comment by the Administration. UNU has solicited the advice of the Board of Auditors and the Office of Internal Oversight Services on this issue.

Future needs will also depend on the ability of the Palestinian Authority to project authority, ensure effective administration and deliver effective public services, including public security, in the areas of Israeli withdrawal.

Comment by the Administration. The Audit Services Branch of UNFPA requested country offices to submit the required information.

Comment by the Administration. The Audit Services Branch has established a risk based database which will be updated on a regular basis.

OIOS was assured that these issues were being addressed by the implementation of the Management Systems Renewal Project (MSRP).

The status of implementation is discussed with respect to (a) central legal services, (b) Secretariat services and treaty matters and (c) review by the Sixth Committee.

1.8 Within the Conference Services Division of the United Nations Office at Geneva, substantive responsibility for the subprogramme is assigned to the Central Planning and Coordination Service.

Arrangements for the protection of a vessel are made by a vessel owner or operator through the services of an agent who works on behalf of a local administration.

Comment by the Administration. The Information Technology Services Division has been working with some departments on the development of their ICT strategy.
