The Republic of Belarus also favours the beginning of multilateral negotiations to draft the relevant documents on a comprehensive nuclear test ban and on ending the production of fissile material for military purposes.

Argentina has actively supported a nuclear test ban in international disarmament forums as part of its policy of non proliferation of weapons of mass destruction.

In the area of a nuclear test ban, my delegation notes with satisfaction that the voluntary moratorium declared on nuclear tests has continued to be observed by most of the nuclear Powers. However, a multilateral legal instrument to prohibit nuclear testing is needed.

The text states that nuclear explosions are to be prohibited, but not laboratory testing or quality development or production of such weapons.

Objectives in this field should include a nuclear test ban and the promotion of the establishment of denuclearized or nuclear free zones in all parts of the world.

In two of those countries, the United States and the Russian Federation, the decision has already been taken to suspend testing and to turn the ban into a permanent one through a comprehensive test ban treaty.
