On Thursday morning, 23 June 2005, the hearings were opened at a plenary meeting of the General Assembly by the President of the Assembly.

The General Assembly approved the allocation of the items proposed in paragraph 71 for consideration directly in plenary meeting.

However, the sharing of statements is not the normal practice in the General Assembly we will make today's meeting exceptional in that respect.

The Committee will have a maximum of only 24 meetings to consider the agenda items allocated to it by the General Assembly.

The chairpersons of the regional groups will communicate to the President of the General Assembly the list of countries from their respective regions that will participate in each round table session.

In order for the General Assembly to take action on the present draft resolution, it will be necessary for the Assembly to decide to consider agenda item 113 directly in a plenary meeting.

However, should the high level meeting be held as meetings of the General Assembly, no additional resources would be required, as conference services are provided for meetings of the General Assembly throughout the year.

I look forward to the meeting of the General Assembly at which it will duly consider action on 20 December.

We applaud the General Assembly's decision to consider directly in plenary reports submitted by the Court under its Relationship Agreement with the United Nations in a manner similar to the plenary's consideration of reports of the International Court of Justice and the United Nations Ad Hoc Tribunals for Rwanda and the former Yugoslavia.

In its resolution 58 291, the General Assembly decided to convene in New York in 2005, at the commencement of its sixtieth session, a high level plenary meeting of the Assembly, at which Heads of State and Government would participate.

At its resumed fifty eight session, in July 2004, the General Assembly decided that the item entitled Report of the Economic and Social Council should be considered in its entirety in plenary meeting (resolution 58 316).

Today's public meeting is being held a short time after the attacks in London.
