Organization of the sixtieth regular session of the General Assembly, adoption of the agenda and allocation of items

As in recent years, a contingency provision has been made in the proposed budget to cover the cost of such services in the event the General Assembly does not maintain its past practice.

The Secretary General has the honour to place before the General Committee, for its consideration, the following observations and proposals in connection with the report to be made to the General Assembly by the General Committee regarding the organization of the sixtieth regular session and future sessions of the Assembly, the adoption of the agenda and the allocation of items.

At its fifty eighth session the General Assembly adopted resolution 58 211, which declared 2006 the International Year of Deserts and Desertification.

Estimates are to be submitted to the General Assembly, through the Advisory Committee, for funding under section 3, Political affairs, of the regular budget.

Until those amendments entered into force, the General Assembly, in its resolution 47 111, had decided to finance the bodies concerned from the regular budget.

I am writing in connection with the provisions of section I, paragraph 7, of General Assembly resolution 40 243, according to which no subsidiary organ of the General Assembly may meet at United Nations Headquarters during a regular session of the Assembly unless explicitly authorized by the Assembly.

Requests the Secretary General to submit to the General Assembly at its sixty first regular session a report on the status of the process of entry into force of these amendments to the Charter.

Therefore, should the General Assembly adopt draft resolution A 59 L.58, there would be no financial implications for the regular budget for the biennium 2004 2005.

Since the Committee holds its second regular session of each calendar year in late November, which coincides with the regular sessions of the General Assembly, it adopts its annual report at the end of its spring session, for appropriate transmission to the General Assembly during the same calendar year.

The General Assembly of the United Nations, at its 58th fifty eighth ordinary session, adopted resolution A RES 58 211 which declares 2006 the International Year of Deserts and Desertification In doing so, the General Assembly underlined its deep concern for the exacerbation of desertification, particularly in Africa, and duly noted its far reaching implications for the implementation of the MDGs, in particular on poverty eradication.

At its fifty seventh session, the General Assembly amended rule 1 of the rules of procedure of the Assembly concerning the opening date of its regular session and also decided on the opening date and duration of the general debate (see items 1 and 8) (resolution 57 301).

The decision had been adopted by COMEST at its fourth ordinary session, held in Bangkok in March 2005, and would be submitted to the General Assembly of UNESCO for its consideration in late 2005.

It was for that reason that South Africa supported the proposal that the General Assembly consider financing some of those operations from the regular budget on an exceptional basis, and we regret that this could not be agreed.

Unlike assessments for the regular budget and the tribunals, assessments for peacekeeping are issued throughout the year as relevant decisions are taken by the General Assembly and the Security Council.
