The law prohibits discrimination in the provision of products or public services, granting entry to public places, or providing services in a public place due to certain grounds, including gender, sexual preference, personal status and parenthood.

Hence, the interplay between local and central governments is complex, particularly in terms of revenue sharing and responsibility for providing public services.

Trade unions have provided leadership to community campaigns in support of quality public service, calling on Governments to provide the financial and regulatory support that is required for their upkeep.

The service is provided by a mainstream organization, but has some experience in indigenous service delivery.

The independence of the Administrative Tribunal, emphasized by the Assembly on a number of occasions, is reinforced by both the perceived and actual complete independence of its secretariat in providing services to the Tribunal.

The present study has been prepared in response to the request of the General Assembly in its resolution 59 266, to conduct a study on the availability of skills in local labour markets for which international recruitment takes place for the General Service category.

Reconstruction should also lead to a revitalized national civil administration capable of providing basic public services such as water, energy, health care, education and infrastructure.
