The initiative results from the work of the World Business Council on Sustainable Development Sustainable Mobility Group and is being facilitated and implemented by the Global Road Safety Partnership.

There are several key areas where the legal and regulatory framework could have a strong impact on the business environment.

Those activities are influenced by additional characteristics within the existing business environment, referred to as entrepreneurial framework conditions .27 Those conditions determine a country's capacity to encourage start ups and, combined with the skills and motivations of those who wish to establish firms, influence the entrepreneurial process.

Particular emphasis will be placed on building up a new support programme aimed at enhancing the organizational capacities of business membership organizations, both as advocacy bodies for improving the business environment and as service providers for member companies.
