We welcome all these initiatives but note that none has yet reached a stage of agreement for implementation.

Comment by the Administration. UNICEF has taken note of the recommendation and will review its existing financial and project frameworks as regards the feasibility of carrying out a post implementation audit.

Pursuant to decision 8 COP.4, all other affected developing country Parties are expected to complete their programmes by the end of 2005.

In 2007 the Commission would undertake policy development on a substantive theme with the view to reviewing implementation after two years, in 2009.

In paragraph 226 of its report, the Board recommended that UNICEF subject all significant information technology projects to a post implementation audit.

This practice has also enabled the Secretariat to schedule the meetings of the Implementation Committee before or even after the meetings of the Open ended Working Group, as the report of the Implementation Committee does not have to be considered by the Meeting of the Parties until later in the year.

After the preliminary examination of questions of implementation, the Party concerned shall, through the secretariat, be notified in writing of the decision and, in the event of a decision to proceed, be provided with a statement identifying the question of implementation, the information on which the question is based and the branch that will consider the question.
