The 1945 Constitution stipulates that every individual shall have equal opportunities to gain an education. This means there must be no discrimination in gaining access to both formal and non formal education, regardless of geographical location, socio economic status, religious belief and sex.

The new education minister, Pierre Harmel increased the wages of teachers in private (Catholic) schools and introduced laws linking the subsidies for private schools to the number of pupils.

8.4 Scholarships and Government study grants

Applications from girls and boys are reviewed by the National Vocational Guidance and Scholarships Committee and are given the same consideration.

Recommendation 4, greater geographical balance in grant allocation , called for a proactive approach by the secretariat in identifying potential grantees.

Are grants in themselves sufficient for the economic development of a country? Definitely not.

Scholarships are based on academic performance purely on the basis of open merit.

(iii) Fellowships and grants Global Environment Outlook Fellowships provided to students scholars to work with Divisions Regional Offices in the Global Environment Outlook process (10).
