Firstly, the Agreement on Succession Issues, signed in 2001, had entered into force in June 2004, enabling all successor States to address all outstanding succession related issues and providing an institutional framework and procedures for dealing with them.

The Chinese delegation had played an active part in formulating the draft comprehensive convention on international terrorism, was supporting efforts to finalize that work promptly, and hoped that all parties would work towards resolving the pending issues.

The Commission commended the Working Group for the progress achieved so far and expressed its appreciation to Working Groups V and VI for the progress made during their second joint session, at which they had considered pending issues of common interest.
