We were also pleased to observe that this significant issue was duly addressed in the United Nations summit outcome document.

Both of the foregoing provide the best possible information to the Security Council to assist it in its decision making regarding this very important issue.

It is important that we recognize and discuss this important issue in this Hall, and we are very pleased to be sponsoring the draft resolution.

Unfortunately, we seem to have gone back to the drawing board, with the important questions of the day still unanswered.

A more thorough analysis of the various possible alternatives would help the General Assembly to reach a decision on this important issue.

I urge Member States to act with greater determination on this important issue and to give it further consideration in the coming months.

Member States should agree to take a decision on this important issue before the summit in September 2005.

In his report the Secretary General stresses that Member States should reach a decision on that important issue before September.

On that note, my delegation is pleased to join the other delegations in co sponsoring the draft resolution on the important question that has been introduced by the Permanent Representative of Germany.

But this work is not being carried out only at the national level regional fisheries management organizations are also addressing this important issue.

Mr. Johnsson I would like to thank you, Mr. President, for having given the Inter Parliamentary Union the opportunity to address the Security Council on this very important issue.

This working paper is not addressing the important question of the obligation to implement human rights obligations so as to prevent the violation of human rights law.

A successful launch of discussions on that important issue would underscore the commitment of Annex I Parties to take the lead in combating climate change.

The September summit should provide our leaders a unique opportunity to address that important matter and other aspects of comprehensive United Nations reform.

Mr. Menon (Singapore) Singapore cast its vote against this resolution because, in our view, it does not capture the diversity of the views that have been expressed on this important issue.

If we, the General Assembly, can take a decision on this important issue only when we all agree, we will never move forward.

Speakers also noted that an ancillary meeting on HIV AIDS in prison had been held during the Eleventh Congress and welcomed the fact that the Bangkok Declaration gave recognition to this important issue.

We hope that, through the efforts of all States, we will be able to reach a compromise on a balanced programme of work for the Conference, which will allow us to launch negotiations on this important issue.

In conclusion, the Swiss delegation also hopes that the important question of the relation between the Convention's regime and international humanitarian law is not neglected but can be duly studied in order to find an appropriate solution.

For my part, I will continue to work together with the Chairman of the Sixth Committee on this important matter, as well as on the issue of a counter terrorism strategy as requested by the 2005 World Summit Outcome.

Finally, I wish to stress that Brazil welcomes current efforts to update and strengthen the efforts of the United Nations in the area of counter terrorism and remains open to participating in the deliberations concerning this very serious issue.

In this regard, the General Assembly needs to clearly signal to the wider public that this body is seized of this critical issue, as weapons of mass destruction pose the greatest threat to human existence.
