Corruption was rife, but not just the covert type public money was openly used to support many businesses under flimsy pretexts like fostering economic growth and creating employment.

One of the first working groups established by the new Parliament had been the drafting group on a new law against corruption. The new coalition Government had named corruption as its enemy and intended to undertake step by step measures to identify and eliminate the problem.

The Commonwealth also attached great importance to cooperation in the fight against corruption and would continue working to promote the signature and ratification of the United Nations Convention against Corruption.

The work of the Executive Task Force on Anti Corruption has also continued to be hampered by the non cooperation of government officials and the lack of resources.

There is a simple way to start combat the corruption and nepotism that characterize so much state employment.

I remember how in the 1970 s, when suspicion of corruption arose with respect to a Labor Party minister, the minister took his own life.

But where substantial corruption can unambiguously be found, as it often can, one must recognize that it is not a cultural given.
