The only two parties involved in the Democratic Republic of the Congo now are the Transitional Government and the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC).

Our country stands ready to increase its contribution to the international community's efforts in the Democratic Republic of the Congo in order to support the democratic transition process under way.

The main aim of SSR in transitional countries is to introduce the principles of democratic governance to the security sector.

Their continued detention runs counter to the spirit and objective of democratic transition and national reconciliation, as expressed in the road map.

Encourage the Transitional Government to engage FDLR and urge it to disarm and repatriate to Rwanda.

The President The Assembly will now hear an address by the President of the Transitional Federal Government of the Somali Democratic Republic.

Those regional initiatives require enhanced assistance from the international community if the transition in the Democratic Republic of the Congo is to be a success.

In keeping with that Agreement, the transition process will come to an end in January 2006 with the installation of the new Government that has emerged from these democratic elections.

The Transitional Government should in this regard ensure that all possible steps are taken to strengthen the capacity of FARDC.

The Transitional Government bears the primary responsibility for leading the country towards the establishment and consolidation of a State based on the rule of law and on the functioning of democratic institutions.

The Transitional Government also faces considerable difficulties in the delivery of regular support to integrated FARDC brigades deployed in operational theatres in the eastern Democratic Republic of the Congo.

(a) To provide support for the transition and its institutions, in order to permit the restoration of political and economic stability and the progressive strengthening of State structures throughout the Democratic Republic of the Congo in accordance with their obligations under the Transitional Constitution, and for the smooth functioning of the electoral process

The mission will reiterate the Council's readiness to support the efforts of the transitional authorities to combat impunity in the Democratic Republic of the Congo.

7. Encourages the international community to continue to support the transition in the Democratic Republic of the Congo and its institutions and, in particular, to provide assistance in the reform of national judicial institutions

(b) To strengthen the transitional institutions and to re establish stability and the rule of law over the entire territory of the Democratic Republic of the Congo, thereby returning peace and progress to its people

They have all gone to Uganda to seek the support of the official authorities and to organize themselves in preparation to attack the Democratic Republic of the Congo and roil the transition process there.

The success of the transition would be threatened were the elections in the Democratic Republic of the Congo not to take place by 30 June 2006.

In the meantime, the Transitional Government of the Democratic Republic of the Congo is still considering issuing international arrest warrants for the leaders of the Ituri armed groups.

The mission expressed its satisfaction with the successful transition in Burundi, and welcomed the recent progress in the Democratic Republic of the Congo, particularly with regard to the upcoming elections.

President Mkapa and Foreign Minister Kikwete expressed support for the transition and welcomed recent progress in the electoral process in the Democratic Republic of the Congo.

Unless the Transitional Government holds accountable those responsible, violence against innocent people will continue in Ituri and elsewhere in the Democratic Republic of the Congo.

(a) Provide political, financial, military and diplomatic support and assistance for the country's process of transition, reconstruction and pacification and for the affirmation of all attributes of sovereignty of the Democratic Republic of the Congo

In the Democratic Republic of the Congo, despite some progress by the Transitional Government in extending its authority, power sharing was complicated by the fragile relations between its members.

Welcomes the conclusion of the Global and All Inclusive Agreement on the Transition in the Democratic Republic of the Congo, signed in Pretoria on 17 December 2002 and the subsequent establishment of the Government of National Unity and Transition, and encourages the effective establishment of all transitional institutions

5. Urges all the parties, including non signatories of the Global and All Inclusive Agreement on the Transition, in the Democratic Republic of the Congo

The Transitional Government has approved the draft electoral law, which it submitted to the Parliament on 7 November, while the mission was in the Democratic Republic of the Congo.

These frameworks are grouped by components peace and security in the Democratic Republic of the Congo, Transitional Government and elections, rule of law and human rights, human dimension of sustainable peace, and support.

MONUC is supporting the Transitional Government's plan through its training of trainers programme, which started on 14 February at five facilities throughout the Democratic Republic of the Congo.

A meeting was held in Bukavu on 5 August between representatives of the Transitional Government, FDLR and MONUC to discuss modalities for encouraging the voluntary return of FDLR combatants to Rwanda, in accordance with the Rome declaration of 31 March.

Perhaps the most encouraging aspect of my visit to Burma was a willingness to open up and learn from other countries that have navigated the painful transition from dictatorship to democracy.

In pursuance of the provisions of paragraph 9 of Security Council resolution 1533 (2004) concerning the arms embargo in the eastern part of the Democratic Republic of the Congo, and in accordance with paragraph 20 of Security Council resolution 1493 (2003), the Transitional Government of the Democratic Republic of the Congo has taken the following steps
