And the primary emphasis of the entire R2P enterprise should continue to be prevention of mass atrocity crimes both their occurrence and their recurrence.

Because of the existence of the Tribunal, victims of genocide, war crimes and crimes against humanity have been vindicated as the perpetrators have been brought to justice.

Tanzania is a State party to the International Criminal Court a Court established to bring to justice those accused of genocide and other serious crimes against humanity.

In terms of getting serious about saying never again to mass atrocity crimes, that is about as positive a development as anyone could hope for.

Those objectives include, first and foremost, the prevention and punishment of the most serious international crimes, including genocide, crimes against humanity and war crimes.
