The United Nations is thus duty bound to protect civilians from crimes against humanity, including mass violations of human rights, ethnic cleansing and genocide.

My country is ready to assume its share of the collective responsibility to stop ongoing tragedies and to prevent future crimes against humanity.

In that regard, I would like to highlight the importance that my own country attaches to judging crimes against humanity, genocide and war crimes so that the perpetrators of these aberrant crimes will not go unpunished anywhere in the world. In terms of getting serious about saying never again to mass atrocity crimes, that is about as positive a development as anyone could hope for.

Amnesty shall be granted to all combatants of the political parties and movements for crimes committed as a result of their involvement in the conflict, but not for acts of genocide, crimes against humanity or war crimes, or for their participation in coups d'état.

Those objectives include, first and foremost, the prevention and punishment of the most serious international crimes, including genocide, crimes against humanity and war crimes.

In 2005, on the UN s 60th anniversary, the General Assembly, convening at head of state and government level, unanimously endorsed the concept of states responsibility to protect populations at risk of genocide and other mass atrocity crimes.

We note that here is also a growing consensus to accept the justifiability of the use of force to protect civilian populations from crimes against humanity, such as genocide and ethnic cleansing.

Clearly, the international community cannot and should not sit idly by when faced with the heinous crimes of genocide, war crimes and crimes against humanity.

Under the Law, the commission was mandated to establish the truth on acts of violence committed in the course of the conflict since 1 July 1962, qualify the crimes, other than genocide, crimes against humanity and war crimes, establish the responsibilities, and identify both perpetrators and victims of such crimes.

For many survivors of those crimes against humanity, it took years to recover the strength to tell their stories  stories which are now indelibly inscribed in our collective memory.

We wish to underscore that the Tribunal's Completion Strategy is premised on the prosecution of high ranking officials and those bearing gravest responsibility for the crimes committed during the genocide.

That is consistent with our intuition that genocide is unique. But, while granting supreme status to the crime of crimes may seem morally attractive, the gravitational effect of genocide distorts international law and politics.
