Authorizes extrabudgetary expenditures of 8.9 million to implement the Enterprise Resource Planning (Atlas) project

UNICEF is ready to take this role for the SAP stream of ERPs. This is based on the proven track record of UNICEF in ERP, IT systems and IT services implementations.

Enterprise resource planning (ERP) systems are software packages composed of several modules, such as human resources, sales, finance and production, providing cross organization integration of data through embedded business processes.

Until recently, Enterprise resource planning (ERP) and Human resource management systems (HRMS) software did not support matrix reporting.

In some of the initiatives such as ERPs, the cost of software is typically a rather small portion of overall cost of implementation.

Many of the projects to introduce MIS have been based on the introduction of ERP systems, thus the introduction of a common payroll system should be carefully planned in the wider context of an ERP.

The major ERP vendors in the marketplace are Oracle, PeopleSoft and SAP, and all of them are present within the United Nations family.

During the 1990s, ERP systems became the de facto standard for replacement of legacy systems in large, and particularly in multinational, companies.

The Inspectors held meetings with representatives of major ERP system vendors to ascertain the technical feasibility of a common payroll for the United Nations system.

Any future common system ought to take into account the experiences of the various models and the needs of all organizations affected especially in potentially integrating the data back into their ERPs.

The actual impact of the introduction of UPL is currently not known, because the new enterprise resource planning system (Atlas), introduced by UNDP in 2004, is not yet in a position to report on the charges.

United Nations libraries will need to continue to invest considerable resources in the planning, acquisition and management of technological facilities.

In 2003, as part of the preparation for conversion from the integrated management information system to the Atlas system, UNDP performed an intensive review of transactions recorded in its multiple existing systems.

In that context, UNICEF has already been designated by SAP as the lead agency to maintain and enhance the ERP solution for human resources, payroll, and grants.

Based on the anticipated success of this effort, the Information Management Systems Service intends to expand the scope of the project to all remaining organizations, including those migrating to an enterprise resource planning system (e.g., SAP, Oracle, Peoplesoft).
