The Board reiterates its recommendation that the Administration, in consultation with the peacekeeping missions, analyse the pre qualification requirements for registering prospective local vendors in the context of the difficulties being experienced with a view to considering alternative compensating controls for registering those local vendors where goods or services are required urgently.

In paragraph 272, the Board recommended that the Administration consider the feasibility of compliance by missions with the Procurement Manual in respect of local vendor review committees vendor database officers with a view to revising the Manual, if appropriate, while ensuring proper controls and accountability.
