The outcome of the comprehensive review is not predetermined.

The process of regular reviews of the progress on standards now indicates significant momentum.

This has been incorporated into the comprehensive review mentioned above.

Finally, as we set out to review Kosovo's progress, it is appropriate that the United Nations similarly review its mission in Kosovo to determine whether it is properly organized and sized to meet the current challenges.

I would like to underscore here that the outcome of the comprehensive review is not a foregone conclusion.

One such outcome was the agreement of all parties to launch a review process, although the comprehensive review is not an end in itself.
