B. Unmet and emerging requirements

Market failures or claims of unmet need are not sufficient to prescribe government intervention in the private economy, because the cure may be worse than the disease.

An accelerated pace of returns and a reduction in unmet demand to return are both priorities.

The 2002 survey indicates that the number of married women using contraceptives (unmet need) was still high, around 8.6 percent, similar to 1997 (9 percent).

The other requirements related to non staff costs.

However, this is far below the foreseen requirement.

b) Address unmet needs and the needs of the most vulnerable refugees

We believe it is on the basis of practical needs, such as those arising in the regional dimension of combating the illicit trade in small arms, that such proposals will be found.

The statistical information provided by national and international agencies that study poverty and inequality often fails to reflect the specific situation of indigenous peoples, with the result that the authorities are unaware of their unmet needs and their low or extremely low standards of living.

The reduction in non post resources relates largely to the reduction in general temporary assistance owing to reduced requirements.

Additional requirements were due also to unbudgeted fuel delivery charges following the repatriation of the Ukrainian aviation unit.

The unutilized balance of 1,400 resulted from charging the requirements under this class to the regular budget.

In that regard, we, the Group of Landlocked Developing Countries, request that that specific and urgent need of landlocked developing countries be given due attention and consideration.

The Doha round should reflect the particular needs of landlocked developing countries as outlined in the Asunción Platform adopted by the trade ministers of the landlocked developing countries in Paraguay.

China has no other choice but to pursue sustainable development in order to meet the basic needs of its people and to eradicate poverty.
