Governments usually implement agricultural policies with the goal of achieving a specific outcome in the domestic agricultural product markets.

Weather related events are a major cause of price volatility on agricultural markets.

African farmers need improved technologies and better access to agricultural markets in Europe and the United States.

At the same time, EU policy has sidelined clear southern priorities, like opening up Europe s agriculture and textile markets.

Special and differential treatment remains an integral component of all trade negotiations, including agriculture and non agricultural market access.

For NAMA, a development oriented tariff reduction formula suited to developing countries and their ability to offer and sustain concessions was needed.

The main focus of the work of the negotiating group on non agricultural market access has been on the appropriate formula for tariff cuts.

Policies aimed at improving access for agricultural and non agricultural commodities from developing countries to international markets could promote economic growth in both rural and urban areas and boost employment and income generation.

These need to be implemented so that markets can guide farmers' choices concerning farm management and energy, agricultural input and natural resource use.

The market reforms prompted by the West and I've spent some 15 years traveling around the continent doing research on agricultural markets, and have interviewed traders in 10 to 15 countries in this continent, hundreds of traders trying to understand what went wrong with our market reform.

The July package constituted a framework for the elaboration of more detailed negotiating modalities for agriculture, access to non agricultural markets, services and the facilitation of trade and development.

With regard to NAMA, the Group continued to be preoccupied with the formula, treatment of unbound tariffs, preference erosion and flexibilities.

A balanced package could be reached only if preferences were addressed as an integral part of NAMA negotiations.

In the same vein, we would like to reiterate our call for the current negotiations of the World Trade Organization (WTO) on market access for agricultural and non agricultural goods to give particular attention to products of special interest to landlocked developing countries, as stipulated in the Almaty Programme of Action.

The post July package WTO negotiations have focused on technical specifics and parameters in the frameworks on agriculture and non agricultural market access.

Small and vulnerable economies should be provided greater market access in agriculture and non agricultural market access (NAMA) to enable them to participate meaningfully in the multilateral trading system to mitigate disadvantages caused by the geographical handicap and smallness of their market and economy.

Farming villages have struggled to overcome the stigma associated with produce from contaminated regions, and also to develop viable income sources in new market conditions.

The Government attached great importance to private sector development of agricultural markets, rural microfinance institutions and domestic credit markets, improvement of land tenure security and expansion of transport links.

The immediate objective of the negotiations has been to reach agreement by July 2005 on a first approximation of the full modalities on agriculture and non agricultural market access.

With regard to market access for agricultural and non agricultural products, the negotiations should give particular attention to products of special interest to the landlocked developing countries and to the need stated in the São Paolo Consensus to expedite the Doha work programme for small economies.

It was necessary to establish modalities for agriculture negotiations designed to achieve greater access to markets, phase out domestic subsidies, and reduce all trade distorting practices.

It will also seek to improve fresh produce value chains, and the development of supply chains for novel or non traditional agro produce products for high value markets.

New Zealand New Zealand is reputed to have the most open agricultural markets in the world after radical reforms started in 1984 by the Fourth Labour Government stopped all subsidies.
