15.2 States should ensure that any judicial, quasi judicial, administrative or customary pronouncement regarding the rightful ownership of, or rights to, housing, land and or property is accompanied by measures to ensure registration or demarcation of that housing, land and or property as is necessary to ensure legal security of tenure.

Similarly, international organizations and peace operations should ensure that bodies or processes under their control or supervision do not obstruct, directly or indirectly, the restitution of housing, land and property.

The Party transferring the proceeds of crime or property assumes no liability or responsibility for the proceeds of crime or property once they have been transferred and relinquishes all right or title to and interest in the transferred proceeds of crime or property.
