Prudent steps, such as the use of redeployment to cover projected staff increases in growth areas, will give confidence to the donors.

The report of the Secretary General on greater use of national staff in field missions (A 58 765) described the evolution of the use of national staff, including at the Professional level, in peace operations.

Her delegation also supported the Advisory Committee's recommendation that the use of local staff should be increased.

Recent experimentation with the use of international contractual personnel, as described in the report of the Secretary General on the use of civilian personnel in peace keeping operations (A 48 707), represents an innovative approach towards alleviation of the shortage in civilian personnel in existing as well as in future field operations.

Placing an emphasis on automated, computer based systems for procurement and revenue collection will go a long way to limit corruption.

47. The Secretary General has submitted a report on the use of civilian personnel in peace keeping operations (A 48 707), section VII of which is devoted to the question of the use of international contractual personnel including the pilot project in UNPROFOR.

The report of the Secretary General on the use of civilian personnel in peace keeping operations also contains proposals to utilize such contractual staff in future operations and recommendations for the legal framework within which they would continue to be employed.

This is facilitated by personnel policies that encourage private consultancy and personnel exchanges between public institutions and private firms.

This proposal relates, as discussed in paragraph 30 above, to the increased usage of local staff who are engaged to compensate for the deployment of international staff to other missions.

39. In future, engagement of personnel for the regular work of UNHCR should be limited to the authorized level of posts and effective staffing control should be exercised.

Information on current practices and measures to prevent the use of torture by law enforcement officials would be appreciated.

Such personnel would be engaged under contractual arrangements at fixed monthly costs and would consist of up to a total of 85 persons.

UNHCR agreed with the Board's recommendation to review the matter of project personnel arrangements and to issue an instruction to ensure the compliance of the deployment schemes with the above mentioned instruction on staff employment.

IFAD projects in Jordan (2002) have included the training of staff in the use of cooperative management approaches.

It may become necessary to use international technical support personnel instead of some of the proposed field service staff.

The use of military tribunals should be limited to trials of military personnel for acts committed in the course of military actions.

The new facilities could be used for training, short term staff accommodation, strategic deployment stocks storage and other purposes.

The utilization of information and communication technology, the training of personnel and the adoption of new management methods should enhance efficiency and increase savings.
