The area is managed in partnership with the Department of Commerce, the Department of the Interior, and the State of Hawaii.

(b) Resource management, especially of aid.

The Area

But unfortunately, CCAMLR, the regional commission in charge of conserving and managing fish stocks and other living marine resources, is unfortunately starting to give in to fishing interests and has authorized the expansion of toothfish fisheries in the region.

The Bush administration tries to rebut these charges by saying that the plan will not weaken the deterrence capabilities of American forces, for America's far more powerful air and naval presence in the area will be maintained.

Unfortunately, the two policies have often worked at cross purposes, diminishing America s long term influence in the region and at times hurting its ability to conduct the war.

Indeed, it is precisely because the US, after more than a decade of war, understands this only too well that any American administration will think twice before intervening militarily in the region again.

(a) Countries should be encouraged to adopt integrated water resource management, including demand management, develop renewable and non conventional resources, and involve stakeholders in planning and implementing water policies

V. The Area

The chances that the Bush administration might be able to rally America s Sunni moderate allies in the region to help salvage an Israeli Palestinian peace are now hostage to an Iranian led regional axis that includes Hamas, Hezbollah, and Syria.
