One third of total UNCTAD technical cooperation expenditures goes towards activities in support of LDCs.

The UNCTAD secretariat was encouraged to play an active role in this field, including in respect of technical cooperation activities.

(b) The operational budget is financed mainly from support cost income earned from the implementation of technical cooperation activities financed from voluntary contributions.

The main types of technical cooperation activities under this programme are short term consultancy services, field projects, and training.

Without voluntary contributions, which constituted 80 per cent of total technical cooperation resources, UNCTAD's activities would be very limited.

(d) Technical cooperation

In September 2004, in addition to timely payment of its assessed technical cooperation contributions, China made a voluntary donation of 1 million in support of the Agency's technical cooperation activities in Asia and Africa.

In the first place, technical cooperation activities represent one of the main instruments for achieving the goals set by the UNCTAD XI mandates.

Kenya looked to UNIDO to focus more on technical cooperation activities with African and other developing countries.

UNCTAD technical cooperation activities continued to be carried out on the basis of interregional, regional and country specific projects (see chart 3). Total expenditures from all sources in 2004 amounted to 27.5 million, i.e. about the same as in 2003 (see table 2).

Beyond coordination, the requirement to build sustainable capacity is one of the most significant issues challenging technical cooperation activities.
