Costa Rica fully supports the work of the International Court of Justice as the best mechanism for the peaceful settlement of disputes.

We believe that frequent recourse to the Court, as an effective mechanism for the peaceful settlement of disputes, should be encouraged.

The Convention also established a series of follow up mechanisms aimed at ensuring efficient implementation of the new instrument, including a non binding mechanism for the settlement of disputes.

There has been real progress toward reducing tariff barriers the World Trade Organization has also established a dispute resolution mechanism for its 159 members.

My delegation strongly condemns the application of unilateral coercive measures as a means of settling disputes.

Such a process must include measures for capacity and institutional strengthening at all levels, local empowerment and mechanisms for conflict resolution.

When a country emerges from conflict, the first challenge relates to the rule of law formulating appropriate, coherent norms and providing the resources needed to implement them establishing procedures for the settlement of disputes and putting in place the appropriate judicial structures.
