A recent summit of EU leaders addressed energy policy one area where cooperation is not only highly desirable, but necessary.

We had hoped that far reaching and bold decisions would be ready for our common agreement at this Summit, in particular in the area of institutional change.

Work is under way to implement the Summit Outcome and, as described in the present report, I have taken a number of steps already to advance the decisions taken at the 2005 World Summit and will be reporting further as work progresses in each area.

Following the Summit, reports were issued to all UUs congregations in Canada and the United States of America, and delegates spoke to the issues at area conferences in churches and universities.

We reiterate the decision of the First South Summit to strengthen cooperation in the monetary and financial fields and in this regard resolve to support South South initiatives in this area.

The summit was an opportunity to highlight the remarkable work done by certain countries, including in the area of receiving and integrating refugees, which is often ignored in the international mass media.

Still, we hope that the momentum will be maintained and, hopefully, lead to early reform in this area so vital to our Organization  as sought in the outcome document of the summit.

It provides information on the overall framework I have established for implementation of the Summit Outcome, both programmatic and management related, and the basic processes and timelines expected for each area of activity.

The adoption of a 2006 2007 budget will contribute to the Organization's efforts to implement the extremely important reforms including in the area of management proceeding from the decisions agreed at the 2005 summit.

To this end, the Secretary General's report, with its concrete proposals and specific time frames in the area of development, constitutes a foundation for the smooth preparation for the summit and for a good outcome.
