The arrival of additional experts for the Directorate is a positive step.

The Counter Narcotics Directorate of Afghanistan was strengthened and successful policy and advocacy services resulted in the President upgrading the Directorate into a full fledged Ministry of Counter Narcotics in December 2004.

This was reaffirmed by Security Council resolution 1535 (2004, annex), which requested the CTC Executive Directorate (CTED) to liaise with the Office of the High Commissioner for Human Rights and other human rights organizations.

The observer for the Counter Terrorism Executive Directorate noted that while there were clear links between terrorism and organized crime, as recognized by the General Assembly and the Security Council, still the phenomena were distinct.
