Numerous countries use Marine Protected Areas (MPAs) to protect critical breeding grounds and migration routes for marine life.

Many instruments are available to provide special protection, including marine protected areas.

It is one of the largest marine protected areas (MPAs) in the world.

Last month, Canada designated three new marine protected areas, bringing the total to five.

One very clear way is the marine protected areas, especially no take reserves that we set aside to allow for the recovery for marine life.

But many of you have said, if you get these marine protected areas, or a reasonable regime for high seas fisheries management in place, how are you going to enforce it?

Some delegations pointed out that since measures such as marine protected areas could restrict the freedoms of the high seas, their implementation should be subject to the consent of States concerned.

Protected areas provide hope that the creatures of Ed Wilson's dream of an encyclopedia of life, or the census of marine life, will live not just as a list, a photograph, or a paragraph.

The lessons we and other participants have learned from those domestic efforts help us understand the challenges of the World Summit on Sustainable Development commitment to establish an international network of marine protected areas.

Aside from banning bottom trawling and establishing a global fund for avoided deforestation, we should designate a global network of protected marine areas, in which fishing, boating, polluting, dredging, drilling, and other damaging activities would be prohibited.
