In some countries, public procurement is essentially regulated by internal rules and directives for financial and economic control of government administration adopted under a legislative act, for example a general finance administration act.

No specific requirement on their publication may exist, although a general requirement of transparency in public administration may apply.

By its resolution 50 225, the General Assembly sent a powerful message on the role of public administration in development.

In the resolution, the General Assembly requested the Secretary General to submit, for its consideration at its sixtieth session, a report on issues regarding different components of the administration of justice in the Secretariat, including formal and informal mechanisms of administration of justice and the United Nations Administrative Tribunal.

I join others in welcoming the current report of the Secretary General on the United Nations Interim Administration Mission in Kosovo.

It has two layers of administration. The General Assembly is composed of the members, who elect the Assembly's seven office bearers.

The Administration must comply with the decisions of the General Assembly and any departure therefrom must be approved by Member States.

Therefore, an additional appropriation by the General Assembly of 261,200 would be required under section 2, General Assembly affairs and conference services, and of 4,300 under section 29E, Administration, Geneva.

I should like to thank the Special Representative of the Secretary General for having introduced the report of the Secretary General on the United Nations Interim Administration Mission in Kosovo (UNMIK).

Once the report has been issued and considered by the General Assembly, the Administration will be in a position to take action, in accordance with the decisions of the General Assembly.
