The major challenge faced by the Monitoring and Evaluation Unit is its limited staffing resources (1 Professional and 1 General Service).

In line with the recommendations, a management cluster has been created under the direct supervision of the Deputy High Commissioner (i) the Administration and Management Service and (ii) the following thematic units a Planning, Monitoring and Evaluation Unit, a Resource Mobilization Unit, a Public Affairs Unit and a Public Information Unit.

As part of the reform process of UNODC, the Independent Evaluation Unit was established in August 2003 in the Division for Policy Analysis and Public Affairs.

As part of that drive, the Office had recently created a Policy, Planning, Monitoring and Evaluation Unit which would help in establishing a strategic planning and management system.

Upon enquiry, UNODC informed the Advisory Committee that the Independent Evaluation Unit, with three Professional staff and two General Service staff in the Policy Analysis and Research Branch (Division for Policy Analysis and Public Affairs), was responsible for planning and coordinating the evaluation activities for UNODC.

The International Labour Office has since asked the Unit to conduct an evaluation of the Office's implementation of strategic management and budgeting based on the benchmarks defined in the series of reports.
