Periodic reviews and analysis of the performance data, client surveys conducted at regular intervals within the existing capacity, and real time feedback mechanisms on specific services provide a basis for the internal evaluation.

EPAU will continue to strive to address the aforementioned challenges within the means allocated to the Unit.

As a first step, EPAU (like its counterparts in the United Nations system) is currently assessing its own practices and reviewing UNHCR's Evaluation Policy of 2002, as well as the institutional framework, in order to meet this quality bar.

In 2003, an evaluation of gender mainstreaming at UN Habitat was conducted by a consultant commissioned by the UN Habitat Evaluation Unit.

In a users' survey conducted by the Evaluation and Communications Research Unit of the Department of Public Information, United Nations Communications Group members agreed that the Group was an effective coordination tool.

Upon enquiry, UNODC informed the Advisory Committee that the Independent Evaluation Unit, with three Professional staff and two General Service staff in the Policy Analysis and Research Branch (Division for Policy Analysis and Public Affairs), was responsible for planning and coordinating the evaluation activities for UNODC.

The Independent Evaluation Unit undertook four major thematic evaluations in 2004 (on the Global Programme against Money Laundering, tools and toolkits, the national drug control system and the Global Programme against Trafficking in Human Beings).

It was proposed that during budget years, the Committee should evaluate the programme narratives of the proposed programme budget, in accordance with General Assembly resolution 58 269, as well as reports on evaluation and reports of the Joint Inspection Unit.

As part of the reform process of UNODC, the Independent Evaluation Unit was established in August 2003 in the Division for Policy Analysis and Public Affairs.

In addition to producing evaluations on UNHCR's operations worldwide, the Evaluation and Policy Analysis Unit (EPAU) has been working on the development of tools and techniques to enable staff to validate and implement recommendations contained in evaluation reports.

The evaluation of gender mainstreaming in UNDP was undertaken to identify gaps and further strengthen the UNDP approach to gender mainstreaming.

UNCTAD's work should be supportive of development goals, taking into account commitments undertaken by member States.

An implementation plan was prepared jointly by the Independent Evaluation Unit and the substantive office and then submitted to the UNODC Executive Committee an agreement was then reached between the Committee and the substantive office on implementable recommendations.
