Both countries suffer from Russian trade embargoes on their most important export products wines and foodstuffs.

In view of article 2 of the Law on Embargoes of 22 March 2002,

In the statement by its President of 25 March 2004 (S PRST 2004 7), the Security Council urged all States, in particular those in West Africa and those with a capacity to export arms, to ensure that arms embargoes were fully implemented in the subregion.

Developing and developed countries differ in their use of export subsidies, the former tending to rely on a more selective approach and the latter tending to use, inter alia, export promotion regimes, export financing and export guarantees.

That is a favourite method of bypassing embargoes and a source of particular concern for the Security Council.

Likewise, we fully support the recommended firmness to ensure compliance with the embargoes adopted by the Security Council.

The experience gained in the implementation of embargoes on the transfer of arms to zones of conflict confirms the effectiveness of the measures taken by the Security Council.

However, we still have some distance to cover in the areas of detailed monitoring and working with businesses, financial institutions and other actors on the implementation of arms embargoes.
