National Plan of Action in Education

In 1998, the Government introduced the second Plan, entitled Strategic Education Plan for Girls (1998 2002).

In 1996, the first Education Plan for Girls was introduced.

(c) The adoption and implementation of a National Plan on Education for All, which resulted in some improvements in education

More recently, the Education Plan and Policy for Girls (2003 2007) was introduced.

The Technical and Vocational Education Training Master Plan was formally launched in May 2003.

A strategic action plan for the development of higher education in Afghanistan has also been prepared jointly with the Ministry of Higher Education.

In Canada and the United Kingdom, an equivalent document is called an Individual Education Plan.

More specifically, the Plan proposes actions and goals for five different axes 1) Basic Education Early Childhood, Elementary and Middle Schools 2) High Education 3) Informal Education 4) Education for Professionals in the Justice and Security Systems and 5) Education and the Media.

But even women who arrive with no higher education or professional skills create an action plan.

The enrolment plan is made on the basis of a proposal by the Ministry of Education.

Many countries integrated gender perspectives into their education policies and programmes.8 The Dominican Republic incorporated gender perspectives into its 2003 2012 strategic education development plan.

10.48 In 2001 the National Plan of Action 2002 2006 for the Education for All was launched.

The Government had launched a national action plan aimed at universalising primary education by 2015, with special emphasis on the education of the girl child, and studied various ways of broadening and improving secondary education.

Major studies have been completed in this plan period on immunization plus , the African Girls' Education Initiative and external support to basic education (a joint multi donor evaluation).

The High Commissioner also invites the Minister of Education to finalize and disseminate the national plan for human rights education, and begin its implementation as soon as possible.

Government Policy The policy documents of the Government relating to education are the National Education Policy 1998 2010, the Ten Year Perspective Development Plan and the Education Sector Reforms (information on these is included in the annexes).

The Committee welcomes the adoption of the Framework for Education Development into 2020, a strategic plan for the reform and development of the education sector in the State party.

UNESCO provided extensive technical assistance and policy and planning advice to the Ministry of Education and Higher Education in the preparation of the Ministry's second medium term strategic plan.

1. Invites all Governments to reaffirm their commitments and obligations to develop national strategies for human rights education which are comprehensive, participatory and effective and which can be embodied in a national plan of action for human rights education as part of their national development plan

The 2004 2007 Multi Year Plan for actions of the Ministry of Education (MEC) included for the first time actions explicitly linked to education in human rights, with the creation of the Program of Education for Diversity and Citizenship.

The government is currently developing a long term plan to ensure a high quality, accessible and accountable postsecondary education system.

A comprehensive implementation plan was developed to be signed on 13 November 2002 by Entity and cantonal ministers of education.

That conference adopted a plan of action for the implementation of dialogue through education, culture, the sciences, communication and information.

The Plan is a guide instrument and encourages educational actions in formal and informal education, in public and private spheres.

Regarding the ongoing legal reform, the National Action Plan on Education, Health and Employment of 1996 was currently being updated.

Vanuatu's action plan to implement the Education for All gender equality target by 2015 has been incorporated in legislation and a Gender Policy for the Education Department is being developed in 2004.

UNESCO financed and technically supported the first ever Education for All conference in Ramallah in April and May 2004, which launched the Palestinian Education for All national action plan currently being implemented.

Unfortunately, we were unable to adopt the corresponding draft plan of action for human rights education on 10 December last year.

The Committee notes the adoption of the Education Law (1995) and welcomes the establishment of the National University of Equatorial Guinea (1995) and the State party's efforts to increase enrolment rates in primary education, e.g. through the National Plan on Education for All.

Thereafter, a Strategic Plan of Education (PEE) was elaborated to serve a planning and resources mobilization tool based on the following pillars

The Ministry had also adopted a National Plan on Illiteracy for men and women who had failed to complete their basic education.

The Plan results from work by the National Commission on Education and Human Rights, constituted by Presidential Order, bringing together specialists and administrators from the Ministry of Education and the Special Secretariat on Human Rights.

A National Action Plan for Human Rights Education was drawn up in cooperation with the National Human Rights Commission and is being implemented.

CIDA's HIV AIDS Action Plan supports developing country government health strategies, promotes awareness and education, and supports vulnerable populations affected by HIV AIDS.

Various strategies, programmes and plans have been developed and are being implemented, such as the development strategy for training and education for 2001 2010 and the national action plan for Education for All for 2003 2015.

In spite of the policies in the plan and the efforts made, the state of education in the Central African Republic remains very worrying.

The Plan outlines the conditions that are necessary for organizing and financing the education of the returnee children in the national group of subjects.

The World Bank is developing an African Action Plan with 25 initiatives to improve education, roads and power, with financing targets and measurable goals.

Delegations welcomed country programmes' links with the Millennium Development Goals and national development plan and the focus on strengthening capacities in health and education.

The Government's Education for All Plan, to be fully implemented by the year 2015, was evidently based on the United Nations Millennium Development Goals.

The Committee notes with appreciation a number of initiatives, including the National Plan on Education for All, to rebuild the educational infrastructure and expand the educational system so as to enrol more children and improve pre school education.
